Corzine, Codey, Roberts announce deal
Gov. Jon Corzine and New Jersey’s legislative leaders announced a tentative budget deal this afternoon, signaling an end to the government shutdown that has furloughed tens of thousands of state workers, closed state courts and parks, and halted gambling at Atlantic City casinos.
Flanked by Assembly Speaker Joseph Roberts (D-Camden) and Sen. President Richard Codey (D-Essex), Corzine said the leaders reached "an agreement on the major principles" and will begin the "orderly process of reopening all sectors of the government" within the next 24 to 36 hours.
Two sources close to the talks said the casinos probably won’t be able to reopen until at least midnight tomrorrow.
The $31 billion spending plan, which still needs to be approved by the full legislature, would raise the state’s sales tax 1 percent to 7 percent. Assembly Democrats, led by Roberts, had refused to back the tax hike, but relented after the governor agreed to dedicate at least one half of the new tax revenues to offset property taxes.
Corzine said the compromise will generate at least $5 billion in property tax relief over the next decade.
"This is not a time for celebration or elation," Corzine said during a 4:40 p.m. news conference in the governor’s outer office. "Far too many people’s lives have been disrupted."
The deal followed days of negotiations and a sometimes acrimonious showdown between the new governor and new assembly speaker.
In a speech this morning to the joint legislature, his third in as many days, Corzine urged lawmakers to end the standoff. "We can do this today! Today! Today!" he said, remarks that drew sustained cheers from within the chamber.
At noon, the governor strode into Roberts office in the Statehouse. Within the hour, word of a deal began to bubble around the capitol.
Around 2:15 p.m., Sen. President Richard Codey (D-Essex) walked out of the governor’s office and told reporters: "We're negotiating and we're close. Simple as that."
Several Democratic Assembly members who were in Roberts' camp said they were now willing to accept the new proposal.
"I support the speaker's proposition that we should have the full billion in the sales tax towards property tax relief. But it's not going to happen, and this represents a middle ground," said Assemblyman John Wisniewski (D-Middlesex).

Heaven has not closed. Unlike Human Government, God's tax remains steady at 10% and is entirely voluntary, no forms required. I truely believe that God is pleased with the Governor of New Jersey in the decision to close the casinos.

Just came back from five days in Vegas and that was the only topic of conbersations. They the casino workers in Vwgas couldn't understand why the casions themselves didn't pnyup fund to pay for the Gaming Commioner saleries. Try to make them understand that they are state employee and thus the moniesd come directly from the general budget and that they can't by state law ciccumvent the process. It is a shame. To many people are hurt and out of work because partican politics are in the way of getting NJ finicial house in order. This whole budget mess can be harpen back to three govonors ago. Not to Jim McGreevey (D), Not Tom Keane (R)but Christy Todd Whitman.
I turely hope common sense prevails and that a budget can be reached soon. So that hard working people can go back to earning a living and putting food on their families tables. It about time that finical house keeping be done right with out trick and mirrors. We are in this mess because budgets are done with trickery buy both parties. They bowwor and spend what they don't have and won't raise revenue to pay for it. It is now time to pay the piper!

I must respectfully disagree with you my friend. There were absolutely no partisan politics at work here making it all the more embarrassing. Democrat Governor fighting with his Democrat controlled assembly.

This governor is doing just that (robbing Peter to pay Paul). In his first major financial move as governor, Corzine borrowed $6 billion for the transportation trust fund, with plans to pay it back over 30 years. This means that part of the bill for road repairs in 2008 will be paid by gas-tax collections in 2038.
Even this compromise is bogus. They agreed to raise the sales tax by one cent. Only half a cent will be used to balance the budget. The other half will be used for property tax relief.
So tax me more so you can give me tax relief? Why not just raise the sales tax by half a cent if that is what is needed.
Shame on the governor and the legislators who let this happen! If they let this happen in the business world, it would be considered criminal.

there is some thing about the hole thing i don't under stand. the state left smoking in the casino's because i think they said that is there biggest revanew. but smoking every were else is banned (unhealthy). they said they did it for the workers of the state (so there not in second hand smoke) what about the casino workers. it can make me think. well it does me

Steve, I truely believe that God is pleased with the fact that the Michigan group hasn't had one since then. Thats whats so cool about God, he will take you in any condition you come in. You just have to show up. It's never too late to do something good or better.

My particular God was really upset over the closure of New Jersey, casinos included.
She'd also be really upset about taking bingo out of church halls as well as it is a source of revenue, forcing children to recite prayers in school who don't subscribe to her particular religion or shoving her religious views down others throats....
