Band of Brothers PAL vs NTSC
Question:

I'm well aware of the differences between NTSC and PAL when it comes to Cinema films (ie the 4% speed up on PAL) but can someone tell me if this applies to TV programs on DVD - eg Band of Brothers. Would the R1 and R2 have the same playing time for non-cinema DVD releases seeing as they were filmed on video ?

Actually no, not necessarily. TV film series are almost always shot at 25 frames per second so as to match the 25fps framerate of PAL video.
As regards the alleged 4% speedup it is also entirely possible to pitch correct the sound, something which is, in fact, often done, so with PAL you should get the best of both worlds - 25fps film transferred to 25fps PAL video with a pitch corrected soundtrack.
Having said that I don't have any way of knowing for definite, for that you'd need to ask the BoB camera crew, but I would be surprised if 'Band of Brothers' wasn't shot at 25 frames per second considering it was always intended for television.

American series are shot at 24 frames though, no? Most threads I've heard about de-interlacing American shows talk about doing reverse 3:2 pulldown, which would only be applicable to 24fps material.
