He created a game show and 'you can take that to the bank' was the catchfrase of the small fat balding presenter (benny hill copycat)
It was 'really funny' to any member of the cast who caught it on TV in the movie.

No the catchphrase was definatly " I'll buy that for a dollar"

It's from that Steven Seagal film where he goes into a coma for 100 years then wakes up to reek vengeance on the bad cops who killed his family/friends/partner/dog. He doesn't know who set him up then he hears the Senator say that quote on the TV, and violence ensues!!!1
