It's pretty common for films to get bilingual releases in the US. I used to live in Texas, and all our local video stores had a section for Spanish language versions.
Seems perfectly rasonable to me. There is a huge spanish speaking community in the US so it makes sense to have covers specifically for that market.
No, they need to be the correct language for a few importers who live a country 4000 miles away, not a lnaguage to cater for a large proportion of the population in the country they are being sold in!
