Because the discs have different levels of reflectivity - DVDr are designed to be played on DVD players, CDr are not.
I once got a disc to play on a friends 160 but can't remember the brand - it was also very blocky.
You may find CDR - RW are better.
I tried loads of cdrs in my panny and couldn't get any to play, i also had a go with a few cdrws with no joy.
