I know 21 pin does but many of the cheaper Scart cables only seem to have 20 pins, does it make a difference ?.

Scart plugs have 20 `pins` and pin 21 is the metal surround that acts as the ground pin.If it`s fully wired then it will carry RGB but some cheap scarts don`t have all the pins actually connected internally in which case it won`t do RGB.Unless it`s sold as `fully wired` you would have to test it or open one plug and have a look.
